Cecil Eng Huang Chua received a PhD in Information Systems from Georgia State University, a Masters of Business by Research from Nanyang Technological University and both a Bachelor of Business Administration in Computer Information Systems and Economics and a Masters Certificate in Telecommunications Management from the University of Miami. Cecil has publications in six of the eight IS Senior Scholar Basket of 8 Journals, including papers in Information Systems Journal, Information Systems Research, Journal of Information Technology, Journal of Strategic Information Systems, Journal of the AIS, and MIS Quarterly. He is a senior editor for the Pacific Asia Journal of the Association for Information Systems, desk editor for the Project Management Journal and an associate editor for both Information & Management and the Information Systems Journal. Cecil has consulted for a range of organizations including Daimler SEAsia, General Motors Singapore, the Singapore Ministry of Defense, and Fonterra, the New Zealand milk cooperative.
Cecil is particularly interested in exploring how organizations manage projects. His preferred mode of research is to shadow a project from inception to completion to learn what works and what doesn't. The organizations Cecil shadows benefit by obtaining what amounts to an external audit/after action report without the fear and negativity an external audit normally implies. Cecil also likes to engage with companies that have an itch they don't know how to scratch. He likes working with unstructured or semistructured problems existing theory doesn't have good answers for. Cecil's primary interest is in finding and exploring such problems to publish from.
